Resolve "Add libtorch to master"

The current branch with libtorch loading compatibilities was branched out from periodic_relaxation. Those small changes can be manually added to a new branch, branched out from the current master.

Compiling with libtorch on CI is another thing we need to tackle.

  • Add the (small) ML related changes from the old branch into this branch manually.
  • Fix CI issues with libtorch
  • Add a small test to see if a sample NN model can be loaded
