Add libtorch to master

The current branch with libtorch loading compatibilities was branched out from periodic_relaxation. Those small changes can be manually added to a new branch, branched out from the current master.

Compiling with libtorch on CI is another thing we need to tackle.

Open tasks:

• Rebase on master branch
• Fix CI compatibility (libtorch not available)
• Make sure it runs on Euler
