Small clean up of code around permalinks

Small-ish merge request.

  • Changed HashLocationHandler and PermaLinkHandler into React hooks since that makes more sense
  • Highlight permalinked answer or comment to draw attention on page load
  • Remove one unnecessary re-render for each CommentSectionComponent
