updates base image, python and django plugins

Updates base image from Delta to Echo. This additionally updates Python from 3.7 to 3.9 and allows Django to be updated to 4.1.5 in !334 (merged).

django-prometheus and django-probes have to be updated to support the updated Python and Django.
