Add a basic network policy template

This is a set of libraries providing standard types of network policies to be added to a namespaces based on the types of applications running and which other namespaces and services they need to communicate with.

I'm not sure if this is really where this goes since it's not an application, but it's something to be added by/for/to the tenants, not the platform layer.
