[Transformation] Added functionality to make_deployment trafo to collect all necessary files in one folder

[Transformation] Added file for deployment transformation, defines input values and sets metadata properties accordingly

[Util] Changed unpack_innermost_dim_from_hex_string() to always interpret signed values correctly (not only when using pyverilator)
