Left over CMSIS-DSP dependencies are removed

For functions with just DSP extension optimization,
the reference C implementation(if available) is picked
for processors with Helium Technology as auto vectorization
can potentially give a better performance. This affects only
the non-TFLM functions.

Added scalar version of arm_vlog_q15

Updated PythonWrapper with vlog q31 and q15
Corrected small compilation issue with AC5 compiler.

ARM_MATH_DSP is not behind a define guard

* Adds test_arm_convolve_wrapper_s16 and test_arm_convolve_16 with
  reference implementation.
* This requires new requantization so it is based on new function,
  arm_nn_requantize_s64.
* Adds unit tests for this.

- Ignore hadolint warnings about not pinned version.

Additional info about the compilation defines for FFT tables and the
Python configuration script.

Wrong initialization code for Neon version of biquad DF2T.
Initialization function was trying to modify a const array.
Added Neon function to Doxygen output and some correction because of Doxygen.

Corrected some additional warnings when compiling with AC5 compiler.
Updated version numbers,

- Generate pack outside of a Git repository.
- Flag to ignore pack check errors.
- Flag to overwrite pack version.

The reduced Docker image only contains GCC and other
open-source tools but no commercial ones.

Docker image name to use GitHub Container Repository.
