chore(devenv): ⬆️ add .envrc and Makefile to template root

cbaker requested to merge chore/add-direnv-to-template-root into main

Copies the direnv setup files from the blueprint into the template repo itself, so contributors cloning this meta-repo also benefit from auto-activation without manual venv management.
