penalty_recovery for big ell/L

Even if in real applications the MAT_CHAR.ell/max([GEOM.L,GEOM.B]) ratio is small, on the other hand to study the homogeneous response it is useful to use high MAT_CHAR.ell/max([GEOM.L,GEOM.B]). In this case the definition of penalty_recovery for AT1 now designed only for a ratio MAT_CHAR.ell/max([GEOM.L,GEOM.B])<0.5 should be modified and replaced with penalty_recovery =0 in the case of big ratio.
