Naming cut with hidden answer

Naming a section with a hidden answer (either name it first then hide answer or show hidden answer sections) will lead to it being shown up in contents but clicking on it won't do anything as it can't scroll to something that doesn't exist.

I see two possible fixes:

1. Don't show the section in contents if the answer is hidden
2. Allow it and scroll to cut location instead of answer box

The 2nd solution would be preferable in my opinion as I would like to be able to name sections and not necessarily answers.
