Allow more or all file formats for document files

This issue has been brought up by AIV: Currently only a few select formats are allowed for upload as document files. I initially did this to make the application more secure, i.e. so that users were safe when they initially downloaded the file. The AIV specifically requested .docx - if we want to enable docx, we might just want to enable everything.
