Restrict Access to ETH Members

Currently the access to exams is restricted to ETH users only (the login uses the VIS people api which uses the ETH LDAP). After migration to the SIP the Login will use Shibboleth and therefore allow access to all Edu-Id users (and everyone can register for an eduid). Profs probably do not want this, therefore we need a way to restrict access to ETH members only.
