[vseth-components] Naming a PDF-section is enabled even when in readonly-mode

As a user, I expect that readonly disables anything to do with editing sections. Not sure if 'add cuts' includes naming them, but either the mode should be renamed to 'edit cuts' or there should be a way to disable the naming interface. Most of the time, users (including admins) will be reading the exams rather than editing cuts.
