Handle cases where there are no xdg-open

On shells running on Windows Subsystem for Linux, xdg-open is not present, therefore peoplectl doesn't work:

❯ ./peoplectl get group
failed to open authentication URL:
exec: "xdg-open": executable file not found in $PATH

It should fallback to just showing the link.
