Add support of complex scalar type

PETSc can be built with scalar type PETScReal and PETScComplex. Currently, ae108 supports PETScReal. For several applications the support of PETScComplex would be beneficial.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
