feat: adding cutter for scenarios for eqasim

balacm requested to merge add_cutter into develop

This merge request adds the eqasim cutter that works on the Switzerland simulation.

Two new parameters can be used in the config:

  • extent_path defining the extent of the cutout
  • extend_prefix defining the prefix used for the cutout input files
