Update to new pyproj syntax for coordinate systems

'+init=:' syntax is deprecated. ':' is the preferred initialization method. When making the change, be mindful of axis order changes: https://pyproj4.github.io/pyproj/stable/gotchas.html#axis-order-changes-in-proj-6

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
