Use NUTS data from all years available

Different data sources have locations specified as NUTS zones. However, since these data sources are from different years, the zones they use are differ slightly. Therefore, the NUTS data from all available years should be merged together in an attempt to gather all possible variations, with preference given to most recent zone definitions in case of overlap.
