Scaling freight to future scenarios

Ideally, we would want to scale the freight traffic for future scenarios to match some control totals. However, the question remains to which totals should we scale and how we should go about doing this.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
