CMRseq to Pulseq ADC format error

In the pulseq seq file, the ADC dwell time should be an integer to be read in successfully at the scanner or POET simulation environment. Tested on pulseq 1.4.0 and 1.4.2.

This is contrast to the specification of pulseq (table on p.13) and inconsistent in both the pulseq and pypulseq code.
